I'd be interested in how you're doing this. I'm assuming there's a
virtual machine to emulate the Pi?

Is there a pre-built vm for PiHole?

Too much work. I just have a VM running PiHole (previously it was an actual
Raspberry Pi 2) and it does it all for me, with a nice dashboard.

I don't know if there's a pre-built VM, but they do have pre-built RPi
images. Their code has a nice install script that works with ubuntu and
centos.
